From 2007 to 2021, 614 citizens have been missing and abducted. Among them later, 67 people were arrested, 78 bodies were recovered, 57 returned, and 22 were handed over to the police. And 390 people have not been found yet.
The Human Rights Culture Foundation (MSF) said this in a statement sent to the media on Monday on the occasion of the International Day for the Prevention of Missing Persons (August 30).
The statement sent by the founder president of the organization, former caretaker government advisor Advocate Sultana Kamal, said that among the victims of disappearance, there are ordinary people as well as political leaders and activists. A large part of those who went missing never returned.
Most cases of disappearances involve members of various law enforcement agencies; In particular, a person or persons in plain clothes posing as RAB and Intelligence Police are picked up and then denied arrest or detention by the concerned forces.
According to data published in various media and collected by MSF, 11 people were reported missing and missing by law enforcement agencies in 2021. Of these, 3 people were later arrested, 4 were rescued and 4 are still missing. On the other hand, 11 people have gone missing till August 2022. Out of which 6 persons have been arrested in the case, 4 persons have been recovered and 1 person is still missing.
Human Rights Culture Foundation believes that the main responsibility of the state is to ensure the life and safety of the citizens of the country. Disappearances and disappearances under the identity of law enforcement agencies are definitely against the constitution. It is also against international human rights treaties that Bangladesh has signed. Incidents of disappearances and disappearances are jeopardizing the acceptance and image of Bangladesh in the international arena. The families of the missing, the children are waiting every moment for the return of the missing persons. It is everyone's desire that the missing and missing people will return, not even a single incident of disappearance will happen again. If there is an allegation against someone, no matter how serious, we have noticed that in many cases, the law enforcement forces have picked up the accused on various charges. He must be handed over to the law. Because every person's right to have recourse to law is his constitutional right.
Incidents of disappearances and disappearances in the identity of law enforcement agencies are a manifestation of the undemocratic character of the state. MSF urges the government to immediately trace all missing persons, investigate cases of disappearances quickly and impartially, prosecute those involved, and ensure justice for the missing persons and their families.
It should be noted that the United Nations adopted a charter entitled 'International Convention for the Protection of All Persons from Enforced Disappearance' on December 23, 2010 to ensure the right to freedom from enforced disappearance. That document states that a person is missing when he is picked up by law enforcement agencies, refuses to surrender to justice, or cannot be found.
